Speaking from the Rose Garden alongside his wife, Jill, and President Obama, U.S. Vice President Joe Biden announced on Wednesday that he will not run for President in 2016.

“But while I will not be a candidate, I will not be silent,” said Biden. “I intend to speak out clearly and forcefully to influence as much as I can where we stand as a party and where we need to go as a nation.”

Biden, who lost his son to cancer earlier this year, has been considering a potential presidential bid for months, but he has repeatedly said he did not know whether he has the emotional energy needed to mount a presidential campaign.

“Unless I can go to my party and the American people and say that I am able to devote my whole heart and my whole soul to this endeavor it would not be appropriate [to run],” Biden said in September.
